  • Registered entity under Companies Act / MSME
  • Valid GST Registration Certificate
  • Manufacturing facility located within India
  • Product falls under notified PMP categories
  • Domestic Value Addition (DVA) ≥ Phase target
  • Certified DVA report from approved CA/Cost Auditor
  • No pending dues to Government of India
  • Compliance with BIS / Quality standards
